VSEA tiền thân là Liên minh Năng lượng, được thành lập từ năm 2012 bởi 05 tổ chức NGOs bao gồm Trung tâm Phát triển Sáng tạo Xanh (GreenID), Trung tâm tư vấn phát triển bền vững tài nguyên nước và thích nghi với biến đổi khí hậu (CEWAREC), Tổ chức Bảo vệ Thiên nhiên Thụy Điển (SSNV), WWF Việt Nam, Năng lượng bền vững (SE) và Trung tâm Sống và Học tập vì Môi trường và Cộng đồng (Live&Learn) là những thành viên chủ chốt vào đầu năm 2013.
